What Are The Pet Restrictions in Panama?
Panama does not have a ban on certain breeds, but several municipalities and housing options may have regulations or bans for certain breeds, weight limits, etc. These dogs may be required to be registered, neutered, and kept on a leash and muzzled in public.
Each pet is checked upon entry and will not be allowed into the country if it is sick.

Make sure to keep all original health documents for your pet at all times. Do not pack or take them with you—they are your pet’s “passport” for travel!

What Vaccines Are Needed For Your Pet?
Rabies VaccineThe rabies vaccine must be greater than 30 days before entry into Panama and must remain valid on the date of the final health check and entry into Panama. It must be given by a government-accredited vet. A 3-year rabies vaccine is acceptable, as long as it's current and unexpired at the time of entry into Panama.
Please note: Your pet must be at least 3 months old at the time of their first rabies vaccine, and the vaccine must be given at least 30 days before travel. This means pets must be at least 4 months old to enter Panama.
Additional Required Vaccinations
Panama requires the following vaccinations in addition to rabies. Each one is recorded on the health certificate with the vaccination date, brand, lot number, and expiration date.
For Dogs:
- DHPP+L: Protects against distemper, hepatitis, parvovirus, parainfluenza, and leptospirosis.
For Cats:
- FVRCP: Protects against feline viral rhinotracheitis, calicivirus, and panleukopenia.
Recommended for Dogs:
- Bordetella (Kennel Cough): Not required by Panama, but often requested by airlines and boarding facilities. If given, it should be within the last 6 months.
Internal & External Parasite Treatments
Your pet must be treated for internal and external parasites before departure, and each treatment is recorded on the health certificate. We recommend scheduling treatment within 10 days of departure, typically at the same vet visit as the health certificate.
Document Requirements For Pets to Enter Panama
Health Certificate
An accredited veterinarian examines your pet and completes an International Health Certificate within 10 days of departure. The certificate is then endorsed by the official veterinary authority in your origin country and authenticated by a Panamanian Consulate or Apostilled.

Additional Document Requirements
Fit to Fly Certificate
Many airlines require a Fit to Fly Certificate in addition to Panama’s entry documents. It is signed and dated by a veterinarian and confirms that your pet is healthy enough to travel. It is usually completed at the same vet visit as the health certificate, and most airlines require it within 7 to 10 days of departure. Exact requirements vary by airline and origin country.

Home Quarantine Form
All pets entering Panama complete a home quarantine after arrival. During this time, they stay at home and avoid contact with other animals for 40 days. Before arrival, a Home Quarantine Request is sent to the Ministry of Health (MINSA) office at Tocumen International Airport at least 3 business days in advance. Missing or incomplete documents can delay release, and entry decisions are at the discretion of airport authorities.
