Does Your Pet’s Microchip Meet International Standards? A Country-by-Country Guide

Before your pet can board a plane, cross a border, or clear customs, officials in most countries will do one thing first: scan for a microchip. If the chip isn’t there — or isn’t the right type — it can invalidate your pet’s health paperwork and stop the move before it starts.

The tricky part is that not all microchips are created equal, and different countries have different requirements for what they’ll accept. Here’s what you need to know.

What Is a Pet Microchip, and How Does It Work?

A microchip is a passive RFID (radio-frequency identification) device about the size of a grain of rice, typically implanted under the skin at the back of a pet’s neck. It doesn’t need a battery, and when a scanner passes over it, the chip transmits a unique identification number that’s linked to your pet’s records in a registry.

That number is the key to everything. It’s what connects your pet to their vaccination records, health certificates, and ownership documentation. A mismatch between the number on your paperwork and the number the scanner reads can cause serious problems at the border.

The Two Main Microchip Standards

ISO 11784/11785: The Global Standard

ISO 11784 and ISO 11785 are the international standards that most of the world has adopted for pet microchipping. Together, they define two things:

  • ISO 11784 specifies the format of the data stored on the chip, a 15-digit numeric ID that includes a country or manufacturer code.
  • ISO 11785 specifies how the chip communicates; it operates at 134.2 kHz using FDX-B (Full Duplex B) technology, which is what allows scanners worldwide to read it.

Both conditions have to be true for a chip to be ISO-compliant. A chip running at the wrong frequency with the right digit count doesn’t qualify. Neither does a chip at the right frequency with a shorter or alphanumeric ID.

Non-ISO Chips: A Common Problem for US-Based Pets

The United States never established a federal microchipping standard, which means a large number of older chips in American pets don’t meet international requirements. The most common example is the AVID Standard chip: a 9-digit, 125 kHz format that was widely implanted before ISO standards took hold. These chips are not readable by universal international scanners.

AVID also makes ISO-compliant chips, so the brand name alone doesn’t tell you whether your pet’s chip qualifies. What matters is the format: 15 digits, 134.2 kHz. If your pet’s chip number is 9 digits or contains letters, it’s worth asking your vet to verify compliance before you start the travel process.

The good news: pets can safely carry two chips. If your pet has an older non-ISO chip, a second ISO-compliant chip can be implanted alongside it, and the new chip’s number becomes the one used for all travel documentation.

What About Tattoos?

In some countries, a tattoo was historically accepted as a form of pet identification. That’s largely no longer the case. Within the EU, a tattoo applied before July 3, 2011, is still accepted as valid identification in most member states, but only if it’s clearly legible. Any tattoo applied after that date is not recognized. For destinations like the United States, Japan, and Australia, an ISO-compliant microchip is mandatory regardless of any tattoo.

The Rule That Trips Up Even Experienced Travelers: Chip Before Vaccine

Here’s the single most consequential sequencing rule in international pet travel: the microchip must be implanted before the rabies vaccination. Not the same day. Not close enough. Before.

The reason is straightforward: the chip is what proves your pet’s identity. If the vaccine was administered before the chip was in place, there’s no way to verify that the animal who was vaccinated is the same one in front of the border official. That makes the vaccination invalid for travel purposes.

This rule applies in the EU, UK, Japan, Australia, and under CDC requirements for dogs re-entering the United States. If the order was reversed, you’ll need to restart the vaccination sequence from scratch, and for destinations with long preparation timelines like Japan, that can mean months of delay.

The practical fix: chip and vaccine can happen in the same vet visit. Your vet implants the chip, scans it to confirm the number reads correctly, records it, and then administers the vaccine. As long as the chip comes first, the timing is fine.

Requirements by Destination

European Union (all 27 member states)

An ISO 11784/11785-compliant microchip is required for all dogs, cats, and ferrets traveling between EU countries and for pets entering from outside the EU. The chip number must appear on all travel documentation (health certificates, vaccination records, and any applicable passports or Animal Health Certificates). As of April 22, 2026, travelers arriving from non-EU countries (including the US, UK, Canada, and Australia) are no longer able to use an EU Pet Passport. They must instead travel with an Animal Health Certificate (AHC) for every trip.

United Kingdom

The UK requires an ISO-compliant microchip for all entering pets. Since Brexit, UK pet owners traveling to the EU need a GB Pet Health Certificate rather than an EU Pet Passport. That certificate is valid for a single trip. Since June 2024, microchipping has also been mandatory for all cats in England, joining the existing requirement for dogs.

United States

There is no federal microchipping mandate for domestic pet travel in the US. However, since August 2024, any dog entering the United States must have a microchip readable by a universal ISO scanner. The CDC has also updated its dog import rules and forms. As of February 2026, a new version of the CDC Dog Import Form is required. If your dog’s chip is non-ISO, you’ll need to either implant a second ISO-compliant chip or bring a compatible reader (which border officials may or may not accommodate in practice).

Japan

Japan has one of the most demanding import timelines for pets. The microchip must be ISO 11784/11785-compliant and implanted before any vaccinations. For most countries of origin, the full preparation process — including two rabies vaccinations, a titer test, a 180-day wait after blood sampling, and advance notification to Japan’s Animal Quarantine Service — takes at least seven to nine months. Pets arriving from a short list of designated rabies-free regions (including Australia, New Zealand, Iceland, Ireland, and Hawaii) face a shorter process, but the microchip requirement is the same.

Australia

Australia requires an ISO-compliant microchip and has one of the stricter import regimes globally. Pets must complete a full vaccination and titer testing sequence before entry, and most arriving pets go through mandatory quarantine. The process timeline varies by country of origin. Group 1 countries, like New Zealand, have a shorter pathway; most others, including the US, require a preparation period of several months. The microchip number must match exactly across all laboratory and veterinary documents; even a single transposed digit can cause clearance delays.

Other Key Destinations

New Zealand, Singapore, South Korea, and most of the Middle East also require ISO 11784/11785 compliance. Canada has no federal mandate for domestic travel, but recommends ISO chips for pets entering from abroad. Requirements in Latin America vary by country, and some destinations in Southeast Asia have extended processing timelines similar to Japan’s. Always verify with the destination country’s official agricultural or border authority before starting the process; regulations change, and the consequences of getting this wrong are significant.

How to Confirm Your Pet’s Chip Is ISO-Compliant

Ask your vet to scan the chip and read the number aloud. If it’s 15 digits and numeric-only, that’s a strong indicator. To confirm the 134.2 kHz frequency, check the product documentation or look up the manufacturer. The International Committee for Animal Recording (ICAR) maintains a public registry of certified ISO-compliant devices at icar.org.

Once you’ve confirmed compliance, make sure the same 15-digit number appears identically on every document associated with your pet’s travel: vaccination records, titer test results, health certificates, and import permits. One mismatched digit is enough to cause problems.

The Bottom Line

Microchip compliance is the foundation of international pet travel. Get it wrong, and everything else — vaccines, titer tests, health certificates, import permits — can be invalidated along with it. Get it right, and you’ve established the paper trail that makes everything else possible.
