Hong Kong pet import groups explained
Group I
Pets imported directly from Group I countries and places are normally exempt from quarantine if they fully comply with the permit conditions. Group I includes places such as the U.K., Ireland, Australia, New Zealand, Fiji, Hawaii, Japan, and the Bailiwick of Jersey.
Group II
Pets imported from Group II countries and places may also be exempt from quarantine if they fully meet the permit terms. Group II includes the continental United States, Canada, Singapore, France, Germany, the Netherlands, Portugal, Spain, Switzerland, Taiwan, and many others.
Group IIIA
Group IIIA pets are subject to a minimum 30-day quarantine. Group IIIA includes Mainland China, Hungary, Lithuania, Macao China, Malaysia, and Thailand. These moves also involve a rabies neutralising antibody titre test, or RNATT, plus quarantine booking. AFCD currently says the estimated waiting time for its quarantine facility is about 3 months for dogs and 10 months for cats, though timing can vary.
Group IIIB
Pets from countries and places outside Groups I, II, and IIIA are placed in Group IIIB and are subject to a minimum 120-day quarantine. AFCD also recommends booking quarantine well in advance in these cases, but only once all submitted documents are in order.

Many dogs and cats traveling from the continental U.S. to Hong Kong may avoid quarantine if every permit condition is met in full.
In general, pets traveling from the continental U.S. to Hong Kong need:
- A microchip compliant with ISO or AVID standards
- Rabies vaccination given no less than 30 days and no more than 1 year before export
- General dog or cat vaccinations given no less than 14 days and not more than 1 year before export
- A residence history showing the pet has lived in the exporting country for at least 180 days or since birth
- An animal health certificate issued within 14 days before export
- An airline certificate confirming the pet traveled without leaving the crate and without contact with other animals during the journey
For dogs 5 months of age or older, Hong Kong also requires a Hong Kong dog license on arrival, at the owner’s expense.
Can pets fly in cabin to Hong Kong?
